The Bhagwant Mann-led Punjab government announced several major decisions on Friday aimed at youth, farmers, and businesses. These decisions were shared in a press conference by Finance Minister Harpal Cheema and Agriculture Minister Gurmeet Singh Khuddia following a cabinet meeting.
Group-D Age Limit Raised to 37 YearsThe age limit for Group-D government jobs has been increased from 35 to 37 years, providing more opportunities for candidates preparing for these positions. The new age criteria now stand at 18 to 37 years.
Major Reform in Seed Sector: Punjab Seed Bill 2025In response to complaints from farmer organizations about substandard seeds, the cabinet has introduced the Punjab Seed Bill 2025 (Amendment). The bill aims to crack down on fake and low-quality seed suppliers with strict punishments:

First-time offenders: Jail for 1 to 2 years and fine of ₹5 to ₹10 lakh

Repeat offenders: Jail for 2 to 3 years and fine of ₹10 to ₹50 lakh
If an individual dealer is caught selling fake seeds:

First offense: 6 months to 1 year in jail and fine of ₹1 to ₹5 lakh

Repeat offense: 1 to 2 years in jail and fine of ₹5 to ₹10 lakh
This move is expected to protect less-educated and marginal farmers from seed fraud.
VAT Panel Perks RationalizedThe cabinet also decided to rationalize the perks of the Punjab VAT Tribunal chairman and members. Instead of salaries equivalent to High Court judges, they will now receive benefits as per state government rules.
Big Relief for Industry: ₹97 Cr Interest WaivedIn a significant decision for the industrial sector, the Punjab government has amended the 1935 Act for the first time. It has waived 100% of the ₹97 crore interest on the seed capital provided for setting up industries. However, the government will still recover ₹11 crore of the principal amount.
“This will give a much-needed boost to entrepreneurship and small industries in the state,” said Finance Minister Harpal Cheema.
